Because the including "community" in the name highlights the fact that these are more "decentralized" and not necessarily decided just by X/Twitter corp.

If they would call them "fact checking", then most people would assume that the facts are verified by X/Twitter corp, which has different implications. Also in some cases the community notes just provide more context, they do not "check any facts".
