Yeah, good technology and activities and processes are what stop bad men and bad processes. It's not just a simple game of consciousness against consciousness in some unlimited conflict. The criminals and the do-gooders alike have constraints. Opting out with censorship resistant tech and beneficent incentive structures, that stops this/spreads the ideas of good rules, not charismatic-seeming rulers.
