I am curious, why not go to a country that levies zero wealth tax?
They would not be paying that. They would be paying a lump sum as foreign residents who aren't earning income in Switzerland

Income tax is not the same as wealth tax though
You're missing my point, rules are different for foreign residents. You can pay a lump sum (i.e. a fixed amount of francs, not a percentage of income/wealth) as a foreign resident in Switzerland.
