CBDC can be based on bitcoin's layer. Value of a currency must be centralized locally by each nation. Both CBDC and Bitcoin decentralize only ownership which is irrelevant, social credit does the same. It decentralized value/nations's ability to protect itself from outside influence to Global level and makes biggest holders the Bankers. It's NOT money and it's NOT decentralized.
