When is the war won?

Military, economic and whatever victories don't matter much.

It is won when the citizens of the enemy no longer defend their own government. For whatever reasons. In some cases due to loss of health due to drug use, in some cases due to religious shift away from own government, in some cases due to uniting with someone strong against "the biggest enemy" while own government is viewed as weak and stupid.

I may be wrong. But if I am right, I am very happy about all the losses, wins, and shifts of power. Screw the weak and stupid.
