Not the same at all. I think nostr:npub180cvv07tjdrrgpa0j7j7tmnyl2yr6yr7l8j4s3evf6u64th6gkwsyjh6w6 is trying to keep < 100 NIPs and renaming them before merging. I don't think it's good for the discussions.
There appears to be two NIP-52 PRs in play here:

They look somewhat similar, but there are differences. The Kind numbers are different, for instance. Maybe they are for different purposes?
