These changes seem unnecessary to me at best, dangerous at worst.

So Core added a filter in v30 to limit the number of operations in a single transaction? Don't they know filters don't work?

Is it the same behavior the want introduce in V30 ..... Min fee transaction 0.1Sat/vByte?
