Is there any reliable updated guide on buying a 3d printer and print guns?

What kind of budget should I expect?

How reliable and safe are these 3d printed guns?

I don’t have any experience but I would think that milling would be safer that filament printing.

You can get your own small milling machine at a pretty affordable price tag. And you can mill anything.
