I don't use Phoenix, but I'm guessing you can probably still use it behind Tor or a VPN if you want to?... they just have to officially stop serving US users to protect themselves.
But honestly that is just kicking the can down the road. These things will ultimately have to become decentralized to succeed in the longrun.

Don't take my word for it, but I don't see why you wouldn't be able to use Phoenix behind a VPN if the server you go thru is outside the US. How would they know the difference? I think they even have Tor built-in iirc. Not sure if Phoenix will actually block IPs trying to connect from the US or not.
