Technically he is right. If suddenly everyone would be willing to give away their BTC for 25$ (each or in total, doesn't matter), then Warren would have all of them, nobody else could use it, nobody else would want it, so he could do nothing with it.

Of course it would never happen, but in his own fantasy theoretical world, he is right.
