You'll first need to upload it to somewhere that can host the file. Then you just copy the URL to your post. You cannot upload MP4s to Primal directly. In fact, when you upload images, you are actually uploading them to an image hosting service provided by Primal, and then Primal is just putting the image URL into your post for you.
