My point was more to the fact that he has to offer something for free. Highly skilled individuals have the opportunity to go anywhere in the world.
Most desirable places make individuals buy property, start a business, or invest a certain dollar amount to gain access to a passport. And people are more than willing to pay these “prices” to have a passport from these areas.
One passport from a Eurozone member gives you access to a boatload of countries, free education for your kids, stability, rule of law etc.
It’s early, and yes he’s making changes, but giving away passports doesn’t seem like a “good” thing to me.
