He's not a sell out as this applies something changed on the way from better to worse.
He is the entrepreneurial front shop (marketing department) to certain government agencies that otherwise would get much more flak.
Government agencies especially in Israel and the US re-invented themselves as "market players", "investors" under a centralised regime.
