Do you know where in the doc it says this roughly?
I think they will want to have KYC on all legal addresses and only have KYC to KYC transfers in the long run, I just didn't see this doc as that.

Not sure - I'm still reading it! Most of my conclusions right now are from others' interpretations. My impression was that anything that's designed to obfuscate chain of ownership (mixers) or could result in obfuscation (a wallet with multiple addresses) would be banned, but that would then also include Lightening nodes, which makes Lightening not workable.
