How does that equate to development stagnating, though? There’s a lot of work being done on second layer scaling and it’s not all about everyone in the world running Lightning nodes. And I say this as someone who runs a node. It just isn’t practical for most people.

You’re right that it won’t be like it is today, because it can’t be. There isn’t enough on-chain capacity for everyone to have their own channel.
