The thing is, as funny as it is that LA people can't cope with rain, there is the reality that because historically LA gets very little rain, the city's infrastructure is not necessarily up to the challenge of non-stop torrential rain. Hence all the flooding we're seeing right now.
Like the winter storm in Texas in February 2021 which lead to power issues and even death.
