They are when bitcoin is working properly. You're implication sounds like a capitulation that bitcoin is broken.

The reason I say this is because bitcoin _is_ broken. The job of a miner is to process valid transactions. 'Valid' is becoming more and more subjective away from pure money. Statements like this lead people away, divide, or fracture what bitcoin is (money). Until bitcoin validates pure money (with the exception of hashes in op_return IMHO), then bitcoin _is_ broken.

IF miners' are NOT transaction processors (of pure money) then YES, bitcoin is broken.
