Anyone should be able to make a list for any reason they want. If you have hundreds or thousands of people you want to view content from, 1 giant list doesn't work, it's a mess of different things. Multiple lists make it possible to organize.
A list for family.
A list for friends.
A list for funny people.
A list for insightful people that make you think.
A list for news.
A list for sports.
Like a newspaper had sections, Nostr could have different sections, personalized for yourself. Sometimes I don't care about memes and Bitcoin, I just want to see what my friends are talking about. Sometimes I want just the news. Etc.
I think your getting hung up on "being put on a list" as a strictly negative thing. It's just an organizational tool, nothing more. It's neutral, neither good nor bad.

It's like any tool, it's in how you use it. A gun can feed a family or kill a man. A hammer can build a house or break a skull. But that's not a reason to take either away from people. I think lists to organize your thoughts are much less dangerous.
Everyone already has a list anyways. This just gives them more. It's actually a built in part of Nostr already, just more clients need to support it.
