Seems to me that these roles have evolved to simply extract wealth from more productive departments whilst babysitting the incompetent women predominantly filling these roles.

There is an appropriate application of HR. I studied I-O psychology and there is plenty of meat in there for management optimization, but much like every other facet of the economy, high time preference fiat bullshit has ruined it beyond recognition.
