8. Lawsuit spam

In countries where laws and judicial process still mean something... many new regulations often turn out to be illegal or contradict other rules. It is worth fighting them in court.

Sometimes just delaying them until the next election could be enough to win.

A mass of lawsuits can also paralyse the court system.

9. Non-cooperation

In many western countries the bureaucracy is absolutely dependent on voluntary active cooperation from subjects. They rely on information that YOU provide them.

If enough people just DON'T help them, their programs just fail.
