On a larger scale it has the potential to reach critical mass and bring about change.

8. Lawsuit spam
In countries where laws and judicial process still mean something... many new regulations often turn out to be illegal or contradict other rules. It is worth fighting them in court.
Sometimes just delaying them until the next election could be enough to win.
A mass of lawsuits can also paralyse the court system.
