I think only "not enough" can be correct in all cases.

Later in life if you cannot earn sats easily I can imagine owning a decreasing stack size. The answer of "not enough" still applies in that case.

A cheeky "how many dollars do you have?" is suitable on occasion only to put a fiat maxi in their place but isn't as effective as simply saying not enough
