Everything fiat going through an iOS app uses the in app purchase or Apple Pay API.
Might not seem like it from the frontend but Apple is getting paid.

Correct. That's a nice loophole because the zap functionality isn't built into the app itself. It has bots on it that happen to be LN wallets.
If Nostr was structured the same, Apple wouldn't have done anything.

Sign up for Telegram Premium in iOS and Apple gets their 30% tax.
3.1.1 guideline is clearly a "rule" open for interpretation and does not apply equally amongst the apps on appstore.
Honestly they might not know about LNtips on discord and telegram, and those two platforms probably don't know themselves, since they aren't built-in features.
