Yeah fear is the first tool that they use.
If fear doesn't work, they revert to shame or guilt.
Like there's some sort of social contract to put other's needs before your own.
The most outstanding example of it is in post Soviet block schools that punish students asking questions. If you ask a question the whole class is usually laughing at you, sometimes with teacher included. If you ask question you are an idiot.
Kids since earliest age are trained like dogs to obey the master teacher, do not question, support the status quo.
Guilt is much better, at least that's an appeal to right and wrong, not just the self.
If I recall correctly, guilt makes people want to act. Shame makes people want hide or disappear.
So for control, it’s guilt when you want them to do something and shame when you want them to do nothing.
The flipside of shame is pride. Which is the first sin, from which all other sins derive.

Almost like they don't realize that there is no sin too big for God to forgive.
I wouldn’t say control. It incentivizes people not to do shameful things.
It’s a natural emotion, which is lacking in our society. This is how we ended with OnlyFans girls bragging about their bags and talking about their body count on podcasts.
