I don't think it would take that many people refusing to pay for the whole the to collapse. If only people understood those cameras were put up to eventually enforce pay-per-mile and other driving restrictions on all vehicles.

Two cameras in my area were repeatedly destroyed/removed and then replaced, but the legends persisted and the camera hasn't been replaced for 6 months.
