This seems to be a good way for honest miners to take care of their pools own self-interest.
It's implementable today. There maybe downsides but as it is permission less innovation anyways I'd want it sooner rather than later.
Which means it could buy time for a do nothing but observing approach before jumping to conclusions to "quick fix" the Monero code base with unintended consequences.
