You must be talking to Elon Musk, the man who is reducing the cost of putting mass in orbit by 1000x, while all other government contractors are trying to increase it. I think he would answer: "not for long."

He has all the power to shut everything down if he wants now... So.. the question is why not?

He's still a capitalist. It would be silly of him to shut down departments that do business with his companies. I could see him canceling SLS. That thing is a boondoggle and everyone knows it. It would cost him a couple of contracts short term, but it would free up NASA budget to do more useful exploration missions in the long term. It would also reduce SpaceX's competition.

What would really be cool is if he shut down subsidies for electric cars. I'd like to see which companies actually survive if that happens.

Technically, the combination of government and corporate power is fascism.

It would be borderline for him to make changes to NASA that benefit him if they are improvements. It would also be par for the course for government officials. It will look bad no matter what he does with NASA. If he shuts them down, he's killing the competition. If he makes changes that benefit him, it's corruption. The smart thing to do is give it to another department to deal with, but I doubt Elon cares if he looks bad.

Defense is, and that will include Space Navy before long, as much as I hate the militarization of anything.

Space flight has a defense component, just as it always has, but space flight is not inherently a defense endeavor. Space exploration, and civilian experimentation such as the work done on the ISS are not military projects that have any relevance to the national defense. The exploration and civilian endeavors are pretty clearly delineated from military and defense missions. So, when talking about public-funded space flight, it's pretty clear we're not talking operations under the DOD, but the exploratory and civilian missions that seek to expand our knowledge of the universe, and have been undertaken in a cooperative nature with other nations in the spirit of shared origin and cause.

Yes, I agree to all that and am a huge fan. But I am not sure exploration is generally considered a fundemental function of government, while defense is. I think there is room to consider cooperation between nations in expanding our knowledge and capabilities as a fundemental function. Without such cooperation our nation cannot long thrive in isolation.
