Can I borrow $2000 to build him a system to run it?

I don't think I can do that for ya.

As an alternative, I think (depending on the IDE he's potentially using) he could potentially use Twinny (if the IDE is VS Code-based) from a cursory look for AI code completion.

Claude is supported with Twinny, so that might work out as a compromise.

I'll look into what that is, but also I want this to be a good experience for him and not something that's overly complicated.

I'd be happy to help with that as best I can on the libreware side of things.

As stated on here before, I tried my hand at vibe coding using NIP-72 and NIP-39 with Stacks (though that got me nowhere), so I might have some ideas I can provide while also helping him intentionally trust what he can trust.
