No, it won't actually be universal, & it won't fix anything. You are delusional. Most will quickly be dependent & in order to free them you will have to convince them to give up all the free CBDC tokens. It will make everything 1000x worse. The govt will just be bribing people to ignore the trillions going to political cronies & other parasites. Inflation will jump to banana republic levels.

CBDC tokens and banana republic economics are coming on hard and fast. Tens of thousands of wasteful bureaucrats won't save you from CBDCs, or anything else.
If we get the chance to throw them overboard, we should. There is nothing bad about UBI that we don't have already, and nothing bad planned that we won't be copping even without it.
The NSA isn't a security agency, they spy & make software insecure, but that doesn't stop the govt from calling it a security agency. UBI will not displace a single bureaucrat & it will magnify govt power to manipulate normies to murderous levels.
When inflation forces people to choose between free money plus turning in people who work outside the system, vs selling everything they have to survive & adopting some magic internet money they don't understand, most will choose to turn us in & they'll take the debit card points they know how to use.

UBI will only be implemented if a dominant political faction can use it to divest their rivals of funding and headcount. That means cutting bureaucrats in social welfare, even if they add more to other departments with the freed-up plunder.
Re magic internet money, I disagree with that scenario, we can and must bring people across incrementally.
A criminal organization doesn't care about your version of some definition. They don't honestly implement anything. All programs are designed to magnify power & manipulation or they simply don't happen.
