It has made sense since I started.

Core v30 introduced a relay poilcy change that no one wants, that allows people to store things on chain that are not money.

That's bad for Bitcoin because Bitcoin is money. It's bad for node runners because that same change not only allows other things to be stored on chain that are not money (like CSAM), but it makes it easier to do so, and makes it the default state.

We want to keep Bitcoin as money.

We don't want porn or other shit on chain.

Not a lot of technical depth required.

You can run whatever relay policy you want and that’s always been true. Large op returns have been mined in the past and the world didn’t end.
