EU banning anonymous bitcoin payments without any threshold might be the single most effective attack on european bitcoiners so far. It makes legal bitcoin payments practically infeasible. The "then they fight you" phase is getting intense.

There is Nostr. Bitrefill could move their offers to Nostr and be an "anonymous" company.

Dependes on the business, small local business should be fine taking payments in person.
