You can't have an abstracted rate like that.

Depends on many factors the speed of "catching" the blocks:

- how many txs are in that block

- the size of that block

- the peers you are connected too

- the network type you are connected

- your internet speed and type

- the processing power of your CPU and RAM

- the speed of your disk drive

... and some other.
