People can help by testing and reviewing even if it is not included in a planned, major version (29.0 I guess). Risk averse people will probably stay on an older version. I am still confused and can't understand rationale behind keeping the new functionality disabled by default.

It will be included in the 29.0 release, you just have to check a box in the GUI to enable it.
That's kind normal for how new features are introduced in Bitcoin Core. E.g. the recently introduced encrypted v2 transport was first feature gated behind a flag and then switched on by default on the next release.
