electrum server is taking a long time to sync, is this normal even after my bitcoin node is finished downloading the blockchain?

Your Bitcoin node may say is sync but check the blocks, you may be still few hours behind, happens, Electrum will only state that is fully sync once the node catch up with the latest blocks
