no it is not. it has a completely different architecture . a centralizea architecture, it works differently than bitcoin, it is not secure and it has nothing to do with bitcoin other than marketing.

As the code and the protocol is open

Bitcoin and lightning have very different security trade-offs and UX. They are not the same.

-LN very rarely used in P2P fashion. LN is nearly unusable without massive centralized hubs to route without failing.

-LN is offchain. Not final settlement until on chain. Possibility to be rugged by channel peer or host exists without an active node.

But even worse, the UX is so terrible ~90% of LN use a custodial, closed source wallet 🤮
