What do you mean?
Its just luck, sometimes blocks get solves in seconds, other times its taken around an hour. If you roll a dice you have a 1/6 chance of landing on 1, but maybe you have to roll that dice 100 times to actually get there, just luck.
Randomness.

All the miners are just guessing randomly. And that is precisely what makes it so nicely decentralized. Sometimes everyone is unlucky for a while instead of everyone except for one.

You mean the time difference on blocks?
If its that..well we all know the goal is every ten minutes but that's a roughly 2 week average (2016 blocks) but Block guessing is essentially random...sometimes you see 3 or 4 blocks fire off in a few seconds and sometimes you see block with large time gaps.
