I dont think youre 100% wrong but I think its very misleading the way she presented it. Acting like she was reading it but everything she said was her interpretation of what it might lead to.

True. It is a sensationalist video. What concerns me is the centralization of internet infrastructure and development. Countries will be incentivised to abide by the standards set in a centralized manner - a new digital infrastructure global body.
The document does speak about open source and free access and human rights and all the right things for this resolution to be accepted. You can only see through the fancy words by asking yourself "how will this be achieved"?
