Yes i know it was disastrous but not to the point that a city had no electricity. It is impressive how much the situation has improved judging by the videos of "eli from Russia" in YouTube.

Many regions in Russia haven't seen much change; in fact, most haven't. Even the big cities in Russia aren't like those in the USA, where each big city is a major hub. In Russia, Moscow is the only real center.
Not sure what you mean much change. Do you mean that there is still no electricity? Or that the soviet heritage is obvious? That girl Eli, has visited many regions in Russia and everything seems fine. By fine i mean the usual European standards or close and even better in many cases. I would say that each big city looks like a hub for the local region. Moscow is a metropolis and as such, an international centre. St. Petersburg has a similar vibe it seems. So everything seems normal and more healthy in many ways, like for example no junkies or homeless people and stupid graffiti everywhere. That's the impression i have so far.
