I don't know if web of trust fixes reviews because you'd need to cast a pretty wide web to get someone to remotely touch a random thing you're looking at. The same with Wikifreedia. And if you go too many degrees of separation out, it may as well be useless because one rotten apple can spoil the bag.

A “Sovereign WoT” implementation standard will define the layer components, and allow each user to arrange them to suit (with subscribable filters)

Layers allow the safe “expansion” of WoT while retaining the “trusted” core.
