A Blue QR code means ‘scan this for an emergency’ doesn’t seem like a stretch!

… yes & maybe … it might be worth doing some UX Research with first responders.

My estimation is that they won’t have a device in hand till they stabilize the situation. Then go through the wallet etc … and even then … having some sort of explanation to save them scanning would be ideal.

The real value will be lower stress situations. Either way. … UX research is what’ll be needed to confirm.
