Photographers want the shots cos it's breaking news, they were probably held back for their own safety and then ushered in.

This was right after the shots were fired, the photographers weren't sure if he was hit or not. The staffer knew.

Why would a staffer rush to get journalists instead of to check if the president was safe? Or even trying to get himself safe?
