Bitcoin core devs are not physical power projectors. They exist solely in the abstract domain, and can be countervaled by anyone running alternative software and projecting real power—people running the actual network.
Unless change is abolished or ruled out (which I doubt is possible) then the compromised parts spread the cancer.
The network is a completely heterogeneous mix of node software. Core devs only have control over nodes that simply run the latest core version. Many nodes don't update regularly, and the more they abuse the Core repository, the more nodes will refuse to run core. And there's no way for core devs to physically stop people from becoming unsympathetic toward their rank.
