I’ll caveat: yes, but it won’t shield you from the consequences. Sure, you can just say “eff it, print more money”, but the obvious will inevitably ensue. You can say “let there be farmers”, but that won’t make food suddenly be more plentiful if they don’t actually know how to farm. Etc
