No, because WoS has records of everything, and receiving nodes have no privacy. Govt can ask WoS which node you sent all funds to (ie your Phoenix node)

This is true. First they would have to get the information from the exchange though, and there is plausible deniability about the receiving channel.

Tor doesn't help you, your channel has an on chain utxo, so when the channel closes it's easy to identify

So is there no answer here? This is a very real problem with Bitcoin transitioning from a security to a currency.

But what about all the LN tx that you did before closing the channel? Say I moved 10btc through 2m SATS channel. What does the channel utoxo means?
