Paying inmates wages would be a reward. If they paid them then gave the money to the victims of the crimes they committed I would be fine with that. Or made it so that former inmates had easy access to employment in the field they worked in would be okay too.
Prison should be for rehabilitation. What do you think forcing them to work for no pay is going to teach them?
