What do you consider “garbage”? Are you suggesting that relays limit what their users can post? I’m still learning, so I may be misinterpreting this conversation thread.

Is a private relay the same as a paid one?
all paid relays are private
not all private relays are paid
but, yes, private-paid relays will try to reduce garbage that is being sent to your client based on the standard set by that relay provider
