Not a dev, but Pear runtime is now open, the Keet UI layer will be too, & there will be a protocol spec soon. It uses a DHT for connections like BitTorrent. Files when first posted aren't available unless peers are online.
It is funded by the Tether people who, despite govt attacks & social media FUD, have proven they run everything very conservatively. They provide a way to move dollar based tokens outside of the banking system, which despite being a shitcoin of a shitcoin is very useful given the world we currently live in.
They are very pro-bitcoin and would like to disrupt/kill web 2.0 in order to prevent the censorship & propaganda problems which currently infect everything. I think their software stack has the power to do that.
