Stating the obvious here, but…

If filters work, and users don’t want Bitcoin Core 30, there’s no reason for an anti-OP_RETURN soft fork.

And it ignores the fact that OP_RETURN is great for preventing UTXO bloat and makes the lives of node runners easier.

OP_RETURN can be discarded (unlike bare-multisig) and the user pays the full price for it (unlike inscriptions).

To remove them or not accept them at all?

If you mean to remove them after verification, that’s already the default behavior of Bitcoin Core.
