Yes, this is what it is. Someone on a televised interview had a block clock behind them that showed sats per dollar and people didn't know what it was and speculated it was the time in Russia. Bitcoiners turned it into a meme so any reference to Moscow time is just sats per dollar here.

Its a joke mocking someone in the US media who tryed to bash someone who did an interview with a block clock in the background. (Jack mallers or saylor i forget who). But they said something along the lines of "that person is untrustworthy they have a clock displaying mocsow time" or some BS along those lines when it was just a display for sats per dollar.
