Part of the inbox/outbox model of client relay management when it comes to targetting messages for a specific user, and announcing what relays you read from (inbox) and write to (your outbox). Clients supporting it will check for a kimd 10002 note for someones pubkey that denotes if they read or write from the enumerated relays. If relays signal support for such then they should accept kind 10002 from anyone to allow broader reach.
in brief, its a smarter way to discover relays people use so they can be reached efficiently vs just hoping you have mutual relays.
My prediction is that different relays will centralize around different clients and your data and reach will be driven again by what clients you use some of it will squeak through but willingness of the user to utilize a multitude of clients is the best way to expand reach at this point
